Sir,
I have the honour to inform you that I have received a Petition, a copy of which I enclose, from certain Indian Guards and Assistant Warders of Victoria Gaol, in which they apply for an increase of pay to compensate them for the low rate of exchange, or for permission to enjoy the same privileges with regard to remitting money to India as do the Indian Members of the Police Force.

I also transmit a copy of a letter, relating to this Petition, from Mr. Craig, the Assistant Superintendent of the Gaol, who gives what I consider to be adequate reasons for refraining from recommending the Petition for favourable consideration. In 1899 you refused, in your Despatch No. 8 of that year, to grant a precisely similar request, but stated that the question of granting a small increase of pay in lieu of special privileges might be favourably entertained. By the authority conveyed in your Despatch No. 85 of 1899 this increase was duly granted and has since been regularly drawn.
